ECU from a 07 work on an 08 engine

I purchased an 07 kawasaki zx-14 with an 08 engine..... The 07 chassis had the wiring harness, including the ECU. But something isn't right. I don't have spark or fuel. ­čÖü
So my question is this... Should the 07 ECU work for the 08 engine? Or do I need to have it flashed? Or do I need to get the ECU for the 08 engine?

I guess I should also mention that in the process of starting the bike, as it was turning over. It had the "F1" flash on the screen. First it was "error code 23"(camshaft sensor) I checked it, everything was good. Then I went to start it again, and it gave F1 again. This time it said "error code 21" (crankshaft sensor). I checked. It was also good. Now I'm curious.... Is this perhaps due to the ECU being from the previous year?
